Since Junjou is actually a yaoi series, Hiro and Nowaki are in a canon romantic relationship. If you want to appreciate their "friendship," that's fine, but Junjou doesn't have much grey area. If anything, their relationship has proved that they are or they aren't, and they need each other too desperately to ever just be friends.
In terms of the actual relationship, Nowaki is bold and affectionate, and desperately eager to prove himself as an equal in his Hiro-san's eyes. Hiroki, on the other hand, is more withdrawn and stingy with his affection. A loner at heart, Hiroki has trouble showing how he really feels, but Nowaki is exceptionally good at reading between the lines, much to Hiroki's annoyance and relief. Their relationship is sweet because of how much they care for each other, despite Hiroki's temper and spastic tantrums. But that's also what makes them fun and adorable together. They have their ups and downs, which makes them, in my eyes, the most believable relatable couple in the series.
